செவித்திறன் குறைபாடுள்ள குழந்தைகளுக்கான ஆரம்பநிலை கண்டறியும் மையங்கள் செவித்திறன் இழப்பு இந்தியாவில் மிகவும் பொதுவான பிறப்பு குறைபாடாக தொடர்கிறது. ஆழ்ந்த அல்லது கடுமையான காது கேளாமை உள்ள குழந்தைகளுக்கு ஆரம்பநிலை நோயறிதல் முக்கியமானது. ஆரம்பநிலை நோயறிதலுடன், இந்த குழந்தைகளுக்கு பொருத்தமான பெருக்க உபகரணங்கள் பொருத்தப்படலாம், பின்னர் 6 மாத வயதிற்கு முன்பே ஆரம்ப பயிற்சியைப் பெறலாம். தொழில்நுட்பத்தின் முன்னேற்றம், பிறந்த உடனேயே குழந்தைகளின் கேட்கும் இழப்பைக் கண்டறிவதற்கான மேம்பாட்டு வாய்ப்புகளை வழங்கியுள்ளது. 27 மாவட்டங்களில் செவித்திறன் குறைபாடுள்ளவர்களுக்கு ஆரம்பநிலை கண்டறியும் மையங்கள் நிறுவப்பட்டுள்ளன. இந்த மையங்களில் ஓட்டோ ஒலி உமிழ்வு (OAE) மற்றும் ஆடிட்டரி மூளை ஸ்டெம் ரெஸ்பான்ஸ் (ஏபிஆர்) உடன் கேட்டல் திரையிடல் செய்யப்படுகிறது. இந்த மையங்களில் ஒவ்வொன்றிலும் ஏராளமான குழந்தைகளுக்கு பரிபாட செய்யப்பட்டு சிகிச்சை பெறப்பட்டுள்ளது.
செவித்திறன் குறைபாடுள்ள குழந்தைகளுக்கான ஆரம்ப நிலை பயிற்சி மையங்கள் செவித்திறன் இழப்பு என்பது பொதுவான பிறவி ஒழுங்கின்மைகளில் ஒன்றாகும், இது 1000 க்கு சுமார் 2-4 குழந்தைகளில் நிகழ்கிறது. வயதுக்கு ஏற்ற பேச்சு, மொழி மற்றும் கற்றல் திறன்களை வளர்ப்பதற்கு செவிப்புலன் இழப்பைக் கண்டறிவது மிக முக்கியமானது. ஆகவே, குழந்தைக்கு 5 வயதை எட்டுவதற்கு முன்பு, குழந்தை போதுமான வாய்மொழி மற்றும் மொழித் திறன்களை வளர்த்துக் கொள்ளும் விதத்தில் தீவிர பயிற்சி அளிக்கும் நோக்கில் குழந்தைகளுக்கும், செவித்திறன் குறைபாடுள்ள குழந்தைகளுக்கும் ஆரம்பநிலை பயிற்சி மையங்கள் நிறுவப்பட்டுள்ளன. 1 ஆம் வகுப்பில் வழக்கமான பள்ளி. 30 மாவட்டங்களில் மையங்கள் நிறுவப்பட்டுள்ளன, அவை புகழ்பெற்ற தன்னார்வ தொண்டு நிறுவனங்களால் நிர்வகிக்கப்படுகின்றன. 6 வயதிற்குட்பட்ட குழந்தைகள் காது கேளாமை மற்றும் கூடுதல் குறைபாடுகள் இல்லாமல் இந்த மையங்களில் அனுமதிக்கப்படுகிறார்கள். சேர்க்கைக்கு குறைந்த வயது வரம்பு இல்லை. இருப்பினும், பெற்றோர்களில் ஒருவர் குழந்தையுடன் மையத்தில் கலந்து கொள்ள வேண்டும். சென்னை இளம் காது கேளாத குழந்தைகளுக்கான பாலவித்யாலயா பள்ளி உருவாக்கிய பாடநெறி மற்றும் பாடத்திட்டம் இந்த மையங்களில் பின்பற்றப்படுகிறது. இந்த மையங்களுக்கு செவித்திறன் குறைபாடுள்ள குழந்தைகளுக்கு கற்பித்தல், கற்றல் மற்றும் விளையாட்டுப் பொருட்கள் வழங்கப்படுகின்றன. இந்த மையங்களில் இதுவரை 0-6 வயதுக்குட்பட்ட 660 குழந்தைகள் செவித்திறன் குறைபாடுள்ளவர்கள் அனுமதிக்கப்பட்டுள்ளனர். இந்த மையங்களில் பணிபுரியும் சிறப்பு கல்வியாளர்களுக்கு அவர்களின் அறிவு மற்றும் திறன்களைப் புதுப்பிக்க ஒவ்வொரு ஆண்டும் நோக்குநிலை பயிற்சி அளிக்கப்படுகிறது.
பார்வை குறைபாடுள்ள குழந்தைகளுக்கான ஆரம்ப நிலை பயிற்சி மையங்கள் பார்வைக் குறைபாடுள்ள குழந்தைகளுக்கு தனித்துவமான தேவைகளைக் கொண்டுள்ளன, அவற்றின் உலகத்தை அணுகுவதற்கும் புரிந்து கொள்வதற்கும் குறிப்பிட்ட பயிற்சிகள் மற்றும் தழுவல்கள் தேவைப்படுகின்றன. பார்வையற்ற அல்லது பார்வையற்றோருடன் பிறந்த ஒரு குழந்தை உலகத்தை மாற்றுத்திறனாளிகள் நல அலுவலர் அனுபவிக்கிறது. ஆரம்பநிலை கற்றலில் 85% காட்சி என்பதால், பார்வையற்ற அல்லது பார்வைக் குறைபாடுள்ள குழந்தை வளர்ச்சி தாமதத்திற்கு பெரும் ஆபத்தில் உள்ளது. கிடைக்கக்கூடிய பார்வையை மேம்படுத்துவதற்கும் பிற வசதிகள் மற்றும் திறன்களின் வளர்ச்சியை ஊக்குவிப்பதற்கும் ஆரம்ப ஆண்டுகளில் பயனுள்ள மற்றும் தீவிரமான பயிற்சி அவசியம். இந்த பிரச்சினைக்கு தீர்வு காணும் பொருட்டு, பார்வையற்றோருக்கான ஆரம்ப நிலை பயிற்சி மையங்கள் திருச்சி, கோயம்புத்தூர், கடலூர், சென்னை, வேலூர், மற்றும் திருவண்ணாமலை ஆகிய 6 மாவட்டங்களில் நிறுவப்பட்டுள்ளன, அவை புகழ்பெற்ற தன்னார்வ தொண்டு நிறுவனங்களால் நிர்வகிக்கப்படுகின்றன. இந்த திட்டம் 6 வயதுக்குட்பட்ட 98 பார்வை குறைபாடுள்ள குழந்தைகளுக்கு பயனளிக்கிறது.

சென்னை மாநில வள மற்றும் பயிற்சி மையம் சென்னையில் உள்ள மாநில வள பயிற்சி மையம் 2005 ஆம் ஆண்டில் சென்னை மாநில வள மற்றும் பயிற்சி மையம் தொடங்கப்பட்டது, அரசு மற்றும் அரசு சாரா நிறுவனங்களால் அனைத்து வகை மாற்றுத்திறனாளிகளுக்கும் சிறப்பு சேவைகளையும் தகவல்களையும் ஒரே கூரையின் கீழ் வழங்குவதை நோக்கமாகக் கொண்டது. இந்த மையத்தில் உள்ள அனைத்து வகை மாற்றுத்திறனாளிகளுக்கும் மாற்றுத்திறனாளி சான்றிதழ்கள் மற்றும் தேசிய அடையாள அட்டைகள் வழங்கப்படுகின்றன. 2019-2020 காலப்பகுதியின் மையத்திலிருந்து 8932 மாற்றுத்திறனாளி சான்றிதழ்கள் வழங்கப்பட்டன. செவித்திறன் குறைபாடுள்ள, மூளைமுடக்கு வாதம், பார்வையற்றோர், புற உலக சிந்தனையற்றோர், மனநலம் குன்றியவர்கள் மற்றும் உணர்ச்சி ஒருங்கிணைப்பு பிரிவுக்கான ஆரம்பநிலை பயிற்சி மையங்களும் இந்த மையத்தில் செயல்பட்டு வருகின்றன. 6 வயதிற்குட்பட்ட குறைபாடுகள் உள்ள குழந்தைகள் இந்த ஆரம்பநிலை பயிற்சி மையங்களில் அனுமதிக்கப்படுகிறார்கள். தவிர, இந்த மையத்தில் பல்வேறு பயிற்சி திட்டங்களும் ஏற்பாடு செய்யப்பட்டுள்ளன.
நடமாடும் சிகிச்சை பிரிவு
நடமாடும் சிகிச்சை பிரிவு 0-6 வயதுக்குட்பட்ட மாற்றுத்திறனாளி குழந்தைகளின் நலனுக்காக தமிழகத்தின் அனைத்து 32 மாவட்டங்களிலும் 16.06.2015 அன்று கௌரவ முதல்வரால் தொடங்கப்பட்டது. ரூ.4.49 கோடி அனுமதித்துள்ளது.
மொபைல் சிகிச்சை பிரிவு தேவை:
0-6 வயதிற்குட்பட்ட மாற்றுத்திறனாளி குழந்தைகள், குறிப்பாக கிராமப்புறங்களில், மாவட்ட தலைமையகத்தில் அமைந்துள்ள ஆரம்ப தலையீட்டு மையங்களை அடைவது கடினம். அத்தகைய குழந்தைகளுக்கு உதவுவதற்காக, மாநிலத்தின் 32 மாவட்டங்களிலும் தலா ஒரு மொபைல் சிகிச்சை பிரிவு அமைக்கப்பட்டுள்ளது. ஒவ்வொரு யூனிட்டிலும் தேவையான அனைத்து சிகிச்சை உபகரணங்களும் வழங்கப்படுகின்றன மற்றும் பயனாளிகளின் கதவு படிகளில் சேவைகள் வழங்கப்படுகின்றன. மொபைல் தெரபி பிரிவினால் மேற்கொள்ளப்படும் முக்கிய நடவடிக்கைகள் பின்வருமாறு: பல்வேறு வகையான மாற்றுத்திறனாளி குழந்தைகளின் ஆரம்பகால நோயறிதல் மற்றும் அடையாளம் காணல். பிசியோதெரபி, பேச்சு சிகிச்சை, தொழில் சிகிச்சை, பொருத்தமான உதவி சாதனங்களுக்கான மதிப்பீடு, முன் தொழில் பயிற்சி மற்றும் குழந்தைகளுக்கான சிறப்புக் கல்வி ஆகியவற்றை வழங்குதல்

மனித வள மேம்பாடு To develop Human Resources in the area of Special Education Junior and Senior Diploma Courses for Visually Impaired, Hearing Impaired and Mentally Retarded are being conducted by the Institutions with the financial assistance from the Government of Tamil Nadu as indicated below: Professional Training Diploma in Teacher Education (DTE): Secondary Grade Teacher Training (DTE) is given to Orthopaedically differently abled persons at the Government Higher Secondary School for the Blind, Poonamallee. Diploma in Teacher Education to teach the Visually Impaired (DTE) is given at the Government Higher Secondary School for the Blind, Poonamallee. Diploma in Teacher Education to teach the Hearing Impaired (DTE) is given at the Little Flower Convent, Chennai. Diploma in Teacher Education to teach the Mentally Retarded is given at Balavihar, Chennai-10. Other training programmes conducted for provided to the various categories of Differently Abled persons are as follows: (1) Computer Training for Visually Impaired: Every year computer training (six months duration) is given for Visually Impaired persons through Regional Centre of National Institute for Visually Handicapped (NIVH) at Poonamallee. (2) Diploma in Medical Laboratory Technology: This training (two years duration) is given to Ortho and Hearing Impaired persons by the Directorate of Medical Education in 12 Medical Colleges i.e. Chennai, Chengalpattu, Thanjavur, Trichirapalli, Vellore, Salem, Coimbatore, Madurai, Theni, Tirunelveli, Thoothukudi and Nagercoil. (3) Cell Phone Service Training Three months Cell Phone training to Orthopaedically Differently abled candidates is given through Directorate of Technical Education in all Districts in Tamil Nadu (Polytechnic Colleges) and the trainees are paid Rs.300/- as stipend every month. (4) Multimedia Training One month training on Multimedia is given to the Locomotor Differently Abled and Hearing Impaired persons at National Film Development Corporation Ltd. (5) Modular Employable Skill Training Short term Modular Employable Skill training (Vocational Training) is provided to the Differently Abled Persons with hostel facility in all Districts. (6) Fitter Course for Hearing Impaired (I.T.I.): Government ITI, Guindy conducts a (two years duration) special training for the Hearing Impaired persons in the trade of ‘Fitter’. (7) Book Binding Training: This training (One year duration)is given for Visually Impaired, at the Government Higher Secondary School for the Blind, Poonamallee. (8) Weaving and Chalk- piece making etc. This training is given for orphan and destitute persons with visual impairment at the Government Sheltered Workshop for Visually Impaired Women, Poonamallee, Chennai -56.

International Day of the Differently Abled Persons
‘International Day of the Differently Abled’ is observed on 3rd December every year by the State Government in accordance with the Declaration of the United Nations Organisation. The main aim of observing this day is to encourage the differently abled persons to showcase their skills and abilities in various fields of Arts and Sports. In connection with the International Day of the Differently Abled, “State Level Sports Meet” is conducted. As many as 5000 differently abled children from all over the State participate in the events. Several sports and games are conducted and prizes are distributed to winners and certificates issued to all the participants. On this day, cultural programmes are also conducted and State Awards are distributed to the Best Employer, Best Social Worker, Best Employee, Best Teacher and Best Institution, who render outstanding service for the welfare of the differently abled persons. Aids and Appliances are also distributed on this occasion. The Government has issued orders granting Special Casual Leave for this day to all the differently abled persons employed in Government Departments/ Undertakings to enable them to participate in the function.
District Differently Abled Welfare Office
In order to provide effective rehabilitation services to the differently abled persons at the District level, a team of Specialists is functioning in all the 32 Districts under the control of District Differently Abled Welfare Officer.
This team of Specialists provides rehabilitation assistance to the differently abled persons in the Districts by organising camps. This team co-ordinates with other Government Departments in the districts to tap the available resources for the benefit of the Differently abled persons in the District.
Persons With Disabilities (Equal Opportunities, Protection of Rights and Full Participation) Act, 1995
Tamil Nadu leads other States in implementing various provisions of the Persons with Disabilities (Equal opportunities, Protection of Rights and Full Participation) Act, 1995 and has obtained appreciation at the National Level. The Persons with Disabilities (Equal opportunities, Protection of Rights and Full Participation) Act, 1995 was enacted to give equal opportunities to the differently abled, to protect their rights in order to integrate them with the mainstream of the society and to enable them to have full participation in the normal life. A State Commissioner for the Differently Abled has been appointed in Tamil Nadu to monitor the implementation of the Act, besides acting as Head of the Department for the welfare of the Differently abled.
வித்தியாசமாக இயக்கப்பட்ட குழந்தைகளுக்கான ஆரம்ப தலையீட்டு மையங்கள் குழந்தை வளர்ச்சியில் ஆராய்ச்சி மனித கற்றல் மற்றும் வளர்ச்சியின் வீதம் வாழ்க்கையின் ஆரம்ப கட்டத்தில் மிக விரைவானது என்பதைக் காட்டுகிறது. வாழ்க்கையின் ஆரம்ப கட்டங்களில் கற்றுக்கொள்ளும் வாய்ப்பை குழந்தை இழக்க நேரிடும் என்பதால் ஆரம்பகால தலையீடு அவசியம். மேற்கண்ட உண்மைகளை கருத்தில் கொண்டு, பல்வேறு வகையான ஊனமுற்ற குழந்தைகளுக்கான ஆரம்ப தலையீட்டு மையங்களை தமிழக அரசு நிறுவியுள்ளது. ஊனமுற்ற அனைத்து குழந்தைகளும் எஸ்கார்ட்டுடன் மாநில போக்குவரத்துக் கழக பேருந்துகளில் தங்களின் இல்லத்திலிருந்து இந்த மையங்களுக்கு திரும்பிச் செல்ல இலவசமாக அனுமதிக்கப்படுகிறார்கள்.
மனநலம் குன்றிய குழந்தைகளுக்கான ஆரம்ப தலையீட்டு மையங்கள் மையங்கள்0-6 வயதுக்குட்பட்ட மனநல குறைபாடுள்ள குழந்தைகளுக்கான ஆரம்ப தலையீட்டு மையங்கள் 31 மாவட்டங்களில் அரசு சாரா நிறுவனங்கள் மூலம் நிறுவப்பட்டுள்ளன. இந்த மையங்கள் குழந்தைகள், அவர்களின் பெற்றோர் மற்றும் குடும்பங்களுக்கு இயக்கம், அன்றாட வாழ்க்கை, சமூகமயமாக்கல் மற்றும் பிற திறன்களில் தங்கள் திறன்களை அதிகரிக்க பயிற்சி அளிப்பதை நோக்கமாகக் கொண்டுள்ளன. â € PUPANAYANâ € ?? சென்னை விதிவிலக்கான குழந்தைகளுக்கான மதுரம் நாராயணன் மையத்தால் உருவாக்கப்பட்ட தாமதமான வளர்ச்சி மற்றும் மனநலம் குன்றிய குழந்தைகளுக்கு பயிற்சி அளிப்பதற்கான முறையான மற்றும் கட்டமைக்கப்பட்ட திட்டம் இந்த மையங்களில் பின்பற்றப்படுகிறது. மனநலம் குன்றிய குழந்தைகளுக்கான ஆரம்ப தலையீட்டு மையங்களில் கற்பித்தல், கற்றல் மற்றும் விளையாட்டுப் பொருட்கள் வழங்கப்படுகின்றன. இந்த ஆரம்ப தலையீட்டு மையங்களின் சிறப்பு கல்வியாளர்களுக்கு ஒவ்வொரு ஆண்டும் புத்துணர்ச்சி படிப்பு வழங்கப்படுகிறது.இந்த மையத்தில் 1460 மனநலம் பாதிக்கப்பட்ட குழந்தைகள் கலந்து கொள்கின்றனர்.
திருச்சியில் உள்ள செரிபல் பால்சியுடன் குழந்தைகளுக்கான ஆரம்ப இடைமுகம் மையம்: பெருமூளை வாதம் பிசியோதெரபிஸ்ட், தொழில்சார் சிகிச்சையாளர், பேச்சு சிகிச்சையாளர் மற்றும் சிறப்பு கல்வியாளர்கள் போன்ற இடை-ஒழுங்கு குழு உறுப்பினர்களால் சிகிச்சையளிக்கப்பட வேண்டும். மையத்தில், இந்த உறுப்பினர்கள் ஒரு குழுவாக இணைந்து செயல்பட்டு 3 வயதுக்குட்பட்ட குழந்தைகளுக்கு குழந்தை தூண்டுதல் திட்டத்தையும் 3 முதல் 6 வயதுக்குட்பட்ட குழந்தைகளுக்கு ஆரம்பகால தூண்டுதல் திட்டத்தையும் வழங்குகிறார்கள். திருச்சியில் உள்ள இந்த மையத்தில் பெருமூளை வாதம் கொண்ட 50 குழந்தைகள் கலந்து கொள்கின்றனர்.
ஆரம்பகால இடைக்கால மையங்களில் குழந்தைகளுக்கு உணவளிக்கும் உணவு மற்றும் துணை ஊட்டச்சத்து உணவை வழங்குதல் 4 குறைபாடுகள் உள்ள குழந்தைகள் போலவே குறைபாடுகள் உள்ள குழந்தைகளும், குறைபாடுகள் உள்ள குழந்தைகளும் அதே வழியில் ஊட்டச்சத்தின் கீழ் ஏற்படும் மோசமான விளைவுகளால் பாதிக்கப்படலாம், இது ஏழை சுகாதார விளைவுகளுக்கு வழிவகுக்கும், காணாமல் போன அல்லது தாமதமான வளர்ச்சி மைல்கற்கள். தவிர்க்கக்கூடிய இரண்டாம் நிலை நிலைமைகளையும், உடல் வளர்ச்சியில் தேவையற்ற தடுமாற்றத்தையும் பெறுதல். மாற்றுத்திறனாளி குழந்தைகளுக்கு சத்தான உணவை அணுகுவதற்கான பிரச்சினையை தீர்ப்பதற்காக, ஒருங்கிணைந்த குழந்தை மேம்பாட்டு சேவைகளின் கீழ் செயல்படும் அருகிலுள்ள அங்கன்வாடி மையங்கள் மூலம் ஆரம்பகால தலையீட்டு மையங்களில் தாய்ப்பால் கொடுக்கும் உணவு மற்றும் மதிய உணவு வழங்கப்படுகிறது. இந்த திட்டத்தின் கீழ் இந்த ஆரம்ப தலையீட்டு மையங்களில் 1952 குழந்தைகள் பயனடைகிறார்கள்.
REGIONAL STATE RESOURCE CUM TRAINING CENTRE AT TIRUCHY: In order to cater to the needs of the differently abled persons hailing from the Southern districts, a Regional State Resource cum Training Centre has been established at Tiruchy. This centre is managed jointly by District Differently Abled Welfare Office, Tiruchy and NGOs. This centre works on the pattern of the Chennai centre.
SUPPLY OF TEXT BOOKS TO DIFFERENTLY ABLED STUDENTS STUDYING IN THE GOVERNMENT AND GOVERNMENT AIDED SPECIAL SCHOOLS
The Tamil Nadu Text Book Corporation is supplying free text-books to the differently abled students studying from 1st to 12th Standard in the Government and Government Aided Special Schools.
UNIFORM TO THE STUDENTS STUDYING IN GOVERNMENT SPECIAL SCHOOLS
The differently abled students studying in the Government special schools are also provided with four sets of uniform. The number of uniforms has been increased from two sets to four sets from the year 2012-2013.
PROVIDING ANGEL PRO DIGITAL DAISY PLAYER-HITECH DEVICE FOR THE VISUALLY IMPAIRED STUDENTS.
For the benefit of Visually Impaired students doing higher studies, Angel Pro Digital Daisy Player is provided.
Early Intervention: The main objective of early intervention centres is to identify infants and young children with Hearing Impairment/Mental Retardation/Visual Impairment / Cerebral Palsy/ Autism/ Multiple Disabilities and to provide early intervention services to address the disability with medical and rehabilitation services. It also provides required training to parents and families of such children for social adjustment and to facilitate the maximum development of the children with disabilities. Special Education Special Education is provided to Differently Abled children through 23 Government run Special Schools, 54 Government Aided Special Schools and 152 Unaided Special Schools ie. totally 229 Special Schools are functioning under this Commissionerate:- Following facilities are provided free of cost to the Differently Abled children studying in Government run Special Schools Special education, boarding and lodging Four sets of uniform Textbooks In addition to the above, the following different types of assistance also are provided. Scholarship Reader’s Allowance for Blind Scribe Assistance for Blind Bus pass Braille books and text CD’s and CD players for 10th Std and +2 Std Visually Impaired students Study tours Aids and Appliances such as Tricycles, Retrofitted Scooters, folding Wheel Chairs, Calipers, Artificial Limbs, Modular Artificial Limbs, Crutches, Hearing Aids(Body level and ‘Behind the Ear’), Solar Rechargeable Batteries, Folding Sticks, Magnifiers, Goggles, Braille/ Talking Watches and C.P Chairs, etc. Supply of Laptops with software for Blind and Hearing Impaired students Assistance to Law Graduates at Rs.3000/- to purchase law books and registration in Bar Council Further, to encourage the Differently Abled to continue their studies and prevent dropouts cash incentives are given. The top three State and District level Rank holders of 10th and 12th Std public examinations are given cash prizes and incentives to pursue higher education, purchase books/CD and Hostel fees.
Employment
According to G.O. No.99, Personnel and Administrative Reforms (Personnel S) Department dated 26.2.1988 and G.O.Ms.No. 53 Social Welfare and NMP (SW 4) Department dated 11.4.2005, 3% of vacancies arising in Government Departments and Undertakings have been reserved for Differently abled persons in all the categories of the posts viz. A,B,C and D. Certain posts have been identified in the category of A & B which are found most suitable for disabled persons.
A High Level Committee was constituted under the Chairmanship of Chief Secretary to Government to monitor the implementation of 3% reservation for the Differently Abled Persons in Government Departments and Agencies.
Special recruitment is taken up by the Government and the vacancies reserved for Differently abled persons are filled up promptly.
Unemployment Allowance:
Unemployment Allowance is being given to the unemployed Differently abled Persons, who have registered in Employment Exchanges and are on the live registers for more than a year at the following rates:
1) Upto X Std : Rs.600/- p.m.
2) +2 and Under-Graduates : Rs.750/- p.m.
3) Graduates and Post Graduates : Rs.1000/- p.m.
Self Employment
Differently abled persons are assisted financially for their self-employment. A maximum subsidy of Rs.10,000/- is given for starting self- employment ventures. Further, National Handicapped Finance and Development Corporation (NHFDC) is also financing the self-employment ventures.
Motorised Sewing Machines are provided free of cost to Differently Abled persons for their self- employment.
Social Security Schemes:
Maintenance Allowance @ Rs.1000/- p.m. is given to 1,11,829 persons with Severe disability, Muscular dystrophy, Mental retardation, Leprosy Cured Persons.
Marriage Assistance of Rs.25,000/- is given to the normal persons marrying Visually Impaired / Orthopaedically Differently Abled / Hearing Impaired along with 8 grams Gold for making Thirumangalyam. If the marrying person is Diploma Holder or Graduate, he/she is given Rs.50,000/- with 8 grams Gold Coin for making Thirumangalyam as Marriage Assistance.
Bus passes are provided to enable the differently abled to go to Schools/Colleges/Hospitals/Training Centres / Work spots-Self employed places. Travel concession is given to escorts of children attending Early Intervention Centres of Deaf/ Mentally Retarded
State and National Awards are given to best Differently abled persons, Institutions, Teachers, Employers and Individuals to encourage for better rehabilitation of the Differently abled persons in future.
Disability Identity Card is given to all Differently abled persons in the State, who are having disability to the extent of 40% and above.
Other social security schemes like assistance for accident death, natural death, funeral assistance, scholarships to sons/daughters of differently abled persons and spectacle assistance etc., are implemented by the Tamilnadu Welfare Board for the Differently Abled.
AAVAAZ The current status of Augmentative and Alternative Communication system for persons affected by cerebral palsy (AAVAAZ) which is an alternative communication supporting system for Special children having problem in speech and communication, are given as detailed below. In accordance with the sanction provided by TANNI, Govt. Order sanctioning a sum of Rs.106.46 lakhs was issued vide reference 2nd cited for providing Augmentative and Alternative Communication device with AAVAAZ software for the use of Special School children with Autism, Cerebral palsy and Mentally Retarded having speech and communication problem. 281 No of device along with avaz software at a unit cost of Rs.37,655/- was procured at total cost of Rs.1,05,81,193/- and distributed to 238 institutions, and the scheme is implemented.
Retro fitted Petrol Scooter
Retro fitted Petrol Scooters are given to the differently abled persons instead of electric scooters from the year 2011-2012, while 400 Beneficiaries were fixed as target in the year 2011-202, the target was raised to 1000 beneficiaries. In the year 2013-2014 and the target was raised to 2000 persons in the year 2018-2018 and now in the year 2019-2020 the target was raised as 3000 beneficiaries and the scheme is being implemented.
In this scheme both lower limb affected differently abled students, employed and self employed are benefitted. Eligible beneficiaries are being selected by a District level committee headed by the Collector.
From the year 2011-2012 to 2018-2019, totally 9088 beneficiaries were received Retrofitted Petrol Scooters on the basis of eligibility with a cost of Rs.5117.43 lakhs.
Battery Operated Wheel Chair
In the year 2017-2018, for Independent mobility of persons affected by Muscular Dystrophy and Tetraplegic persons, Battery Operated Wheel chair scheme was introduced and 872 persons were benefited with a cost of Rs.6.50 cores.
Providing this wheel chair for 2000 persons in the year 2018-2019 with a cost of Rs.13 crores and providing 3000 persons with a cost of Rs.24.59 crore in the year 2019-2020 is under way.
National Trust Act
The National Trust Act was enacted in 1999 for the welfare of persons with Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities, with the main objective to enable and empower persons with these disabilities to live independently and integrate with the community. In order to fulfill this objective, Local Level Committees (LLC) have been formed in the Districts to effectively implement the programmes of the National Trust with District Collector as the Chairman of the Local Level Committee. An amount of Rs. 10000/-per annum is allotted to each Local Level Committee to take up activities, which includes awareness generation, appointment of legal guardians, sensitization of Non-Governmental Organisations and highlighting the salient features of the National Trust.
Rehabilitation Homes
10 Government Rehabilitation Homes are functioning for the care of Leprosy affected persons and their rehabilitation. One Government Care Camp is functioning at Melpakkam, Tiruvallur District, to look after the beggars who have been convicted by the Court.
